A tilt-and-turn window uses a single handle to either tilt the sash inward from the top for ventilation, or swing it fully inward on side hinges. It is the standard European window action, and the inward swing makes cleaning the outside glass possible from inside, which matters on upper floors.
Yes. Because the sash swings inward rather than out, you can clean the outside of the glass from inside the room, so a tilt-and-turn is a common choice for apartments and upper floors where reaching the exterior is unsafe.
